On the menu, click File - Options. On the Outlook Options screen, under the E-mail tab, change the settings for 'Create message in the following format' to Text Format.

On the menu, click File - Options. On the Outlook Options screen, under the Security Center tab, click the Security Center Settings button.
On the Security Center screen, under the E-mail Security tab, check the box next to 'Display all standard e-mail in text format.'
